Its an old unwritten policy that senators could "veto" the nomination of a federal judge who is to serve in their state. The rest of the senate, out of courtesy, would follow their decision.  Its a good ole boy kinda thing, and has been done for a long time. I have read the article and really don't see how Bush is appointing mostly liberal judges, especially considering he has made no appointments.
