Archived [ARCHIVED THREAD] - Google Play problem?

I've been trying to download Torque Pro for my Galaxy tab, but keep running into problems.  I'm trying to use PayPal, but it keeps giving me an error...and tells me to use another pay source.  I've googled this issue, and seems like it happens overseas, but not In the  US...and cannot find a solution.  Anyone else have this problem?

Try clearing your cached files... I've had that cause me problems with Google play

Tried clearing the cache and running CCleaner, no luck...keep getting this message:

Something went wrong. There was an issue adding your PayPal account.  Please select a different form of payment.
