I'm trying to help my cousin get a job.

My cousin is 19 and in the National Guard in Kansas City, MO. He just got out of AIT a couple months ago as a 91E (ALLIED TRADE SPECIALIST)  and can't find a day job. He has NIMS level 1 certification in job planning, bench work and layout, turning operations: turning between centers, milling 1, and measurement, materials, and safety. (I have no idea what most of that means, exact copy/paste from a email).

He says he can't find a job in this field, and is working at Bed Bath Beyond, but I'm having trouble believing that there's no work at all. I suspect that a huge part of his problem is that he's 19 and really doesn't know how to present himself and his resume as attractive to prospective employers. Any advice from someone in the field on what he can do?

Also, do jobs like this usually require employees to provide their own tools?

EDIT: Just want to make clear that I am NOT asking anyone here to hire him. I just want to help him get started and I think it would be best for him to find a job on his own rather then have a family member set him up.

I'm sure he could get a job as a CNC operator pretty much asap... but that would be boring as fuck.

The tool n die industry is mostly gone in this country, so there are fewer of these jobs around now than ever.

A quick look at craiglist turned up a CNC job in Independance.

Far from true. More jobs than before, less skilled people to fill them.

I have a standing job offer whenever I want to go back to the machine shop.
Hell, my Ex-father inlaw was trying to hire me a few years ago.

Tell him to suck it up and get a 2nd shift job.

Lots of machine shop work here in Wichita. Not so much in kc.

ETA yes you have to buy some tools. Have him email me his resume. I'll look it over and offer changes or suggestions.

I had to buy my own tools (well, mics up to 6").   Shop provided specialty tools.
I started sweeping floors.
