Instead of putting this on a ballot and having the town decide the city council passed a vote to give 16 and 17 year olds the right to vote and also felons the right to vote.

It is not unconstitutional, it is for local town/city election. If it were for State office it must follow state election law. In Maryland, counties and incorporated cities/towns are creations of the state, the state is supreme.
