IS an FFL needed for black powder rifles and pistols? I see these things advertised in the cabelas and bass pro shops catalog with no mention of a transfer

Unless you are in Michigan, then you need an FFL. Plus if you are buying a black powder pistol, you need to get your permit to purchase first and then get it registered after you get it. Same goes for BB guns.
