We both spent a lot of time planning for the mechanics of a real honest war that would include large scale use of nuclear weapons by both sides. The Soviets had the advantage with regards to number of warheads, but they weren't as accurate as ours. We relied on the idea that precision strikes could disable the targets we assigned them, the Russians kind of leaned towards "hit the vicinity five or six times". So... Put yourself in the place of a strategist trying to plan our response to that kind of attack... You know there's going to be a lot of mean shit flying at Washington DC. Try as you might, some of that is probably going to get through defenses. That means you can pretty much start any nuclear war game with DC lighting off like a junebug hitting a bug zapper. There are lots of neat bunkers in and around DC from those times, but the idea was always to get the important folks out of town, and plan around it being a crater. |
