There are continuity of government plans that are VERY well worked out to avoid pitfalls like that.  Google up the Russian Dead Hand system, and the British Letters of Last Resort.  We have our own implementations.

There is no fucking way they can decapitate our government in a way that would prevent a nuclear counterattack.

A few years back, there was this thing called "The Cold War".  In it, we and the Soviets faced off with all kinds of nuclear weapons.  We both spent a lot of time planning for the mechanics of a real honest war that would include large scale use of nuclear weapons by both sides.  The Soviets had the advantage with regards to number of warheads, but they weren't as accurate as ours.  We relied on the idea that precision strikes could disable the targets we assigned them, the Russians kind of leaned towards "hit the vicinity five or six times".

So... Put yourself in the place of a strategist trying to plan our response to that kind of attack... You know there's going to be a lot of mean shit flying at Washington DC.  Try as you might, some of that is probably going to get through defenses.  That means you can pretty much start any nuclear war game with DC lighting off like a junebug hitting a bug zapper.

There are lots of neat bunkers in and around DC from those times, but the idea was always to get the important folks out of town, and plan around it being a crater.

Stupid thing is, we wouldn't know. Conditional pre-authorization is constantly changing in response to anticipated threats as they evolve.
If Obongo did away with it, we would never know, and it would be a good thing to keep it that way.

Whether anyone other than the President can direct the use of nuclear weapons is a subject of some speculation and would be a closely guarded secret.  Just the uncertainty of that would complicate a large scale attack plan against the US.  For example, during the cold war the possibility was often discussed that the NEACP might be able to order weapons release under some circumstances, it's existence seemed pointless otherwise.

Ypu're kidding, right? They provide most of the developed world with everything from buttons to tanker ships - shifting 10,000,000 troops would be a doddle - think of it this way, some of the ww2 troopships could haul 10,000 in a single trip, a converted container ship could carry many, many more.
