For the comparison:
Strategic - long term, many leveled pursuit of a goal, or plans that involve multiple activities or pursuits - sometimes in seeming conflict with one another to achieve an end.
Tactical - a single action or group of actions focused in or on a specific area or task, without consideration of consequences or effects outside the immediate zone of operations.
Okay, that was my college talkin'.
Now, for the rest of us -
Strategic - The foresight exhibited by [s]Stockpiling[/s], err,[s]hoarding[/s] [s]amassing[/s] obtaining a sizeable quantity (min 1000 rounds) of firearms, magazines, and other supplies to allow you to continue your anticipated goals (freedom) despite additional bans placed by the government(s) in the next few years, especially if you anticiapte foreign incursion/participation/occupation in CONUS/Sovereign US territory.[marines]
Tactical - the practiced ability to deliver as much of certain expendable supplies listed above in support of your long range goal (freedom), and to do so effectively, accurately, and while inflicting the most damage possible with a minimum of effort and exposure to resistance (or return fire).[sniper]
And as far as Juggernaut's quote "anything black with the word tactical on it" - he forgot
"...and an extra zero or two on the end"
