Which prison? The guys held in Bagram? I know we were already building an Afghan run and administered prison right outside the gates as of April 2010. I was on the ad-hoc PSD that brought the General Officer around to inspect the progress on it (seriously, I don't know why they even needed a PSD, we were never out of sight of Bagram the entire time). It was one of the few things I saw as proactive, not reactive, because there was no requirement for us to build it, but we didn't want to be caught unprepared when they finally asked for it.
Basically, this has been in the works for years, and it's part of the process to turn the country back over to the Afghan people. It's very possible that the prisoners might escape, but we'll be able to know it was crooked guards for sure, because the facility won't be lacking, that's for sure. I'd personally rather no one escaped though, but whatever.
