Why would Iraq have targeted Oklahoma City?

And why would American soldiers have needed instructions from Iraq on how to build a bomb whose construction is detailed in a U.S. Army Technical Manual?

I just wish they could do better than hearsay from the dead Agent Angeles, and told by his now-dead widow.
