It looks like there was an object just to the left of the street lights that may have caused part of the collapse, it comes down with the floors right where it begins to fail.

The collapse started at the further end of the building before the beginning of the video.  There's debris dust at the further end of the building at the very start of the video.

My younger brother still lives there. He said they had some pretty bad weather last night with high winds and that started it. The workers building it also attribute the high winds as the catalyst.

I don't know about the design, that will out.  But paying off the fire inspector in my hometown is a thing, I would expect the building inspectors make good baksheesh too.  Right up til they kill someone with their professional negligence.
