Australia could completely run out of fuel by the end of next month, experts say, as the escalating conflict in Syria threatens to cripple supply channels from overseas.

This is an interesting news piece. I wonder where they got their fuel in the previous Syrian coup attempt when Assad's government was almost taken down.

So how does the "International Energy Agency" get to *mandate* a specific reserve?  I get "recommends" or "advises" but mandates seems like a bit overmuch...
