I am doing a class project involving crime and various factors, including CCW.  All of my data is from 1999, so I need CCW data for 1999.  My only decent source is packing.org, but that is current data.  I need help knowing which states have changed since 1999.  The current list of CCW states is:
Alaska, Arizona, Arkansas, Connecticut, Florida, Georgia, Idaho, Indiana, Kentucky, Louisiana, Maine, Michigan, Mississippi, Montana, Nevada, New Hampshire, New mexico, N. Carolina, N. Dakota, Oklahoma, Oregon, Pennsylvania, S. Carolina, S. Dakota, Tennessee, Texas, Utah, Vermont, Virginia, Washington, West Virginia, Wyoming.

Which states have changed since 1999?  The nature of the project requires either a yes or no answer to the CCW question.  What changes need to be made to this list to make it 1999 accurate?
