... My car alarm is one of those that honks the horn when armed with the remote. Lately, it seems to sometimes honk by itself when I'm in it radio proximity range (obviously not hitting the button).

... For no reason it beeps the horn.

... Why would this happen? Someone said it's dying batteries in my remote - Can this be true/possible?

I had a similar situation several years ago; it turned out that there was a faulty computer chip under the hood which was the problem.
