Have you tried out Photoshop Elements?  It is a de-tuned version of Photoshop for around $100.00.  It also has a trial version.

You could also try paint.net.  It's open-source, free, and just as capable as PhotoShop.

Elements will do most of what the average person wants to do w/o the impact to your wallet.

Yeah, elements would get my vote for someone new to it.  Likely all you will need.
