So if you buy one, install a long enough muzzle brake to make 16 inches, have it pinned and welded, you still need to do a form 1 before its even installed into an upper?

No. Only need the form 1 if you DO NOT pin and weld. If pinned and welded then it is GTG.

Military armorers will sometimes do that with serial numbers to make them easier to read for inventories. I’m sure they just did it for the photos to show the genuine Colt markings on the barrel.
