Does anyone have info on courses that teach surveilance and counter surveillance? I live in the PNW but could travel if the timing is right. The majority of what I find online is either in the UK or about CCTV.

You could always get a female friend to pose as your wife and hire a private eye to follow you becaues she thinks you are cheating on her. Should give you lots of practice. 
Alternately, you could just watch a lot of Burn Notice. Helpful hint, surveillance is super easy when you are in an obscenely recognizable car.
