Do you mean that if you attach a handle to the bolt carrier, but leave in the gas system, then it wouldn't be legal? If so, that's true, but you wouldn't call that bolt-action, you would call it side-charging, semi-auto. As for the OP, I see no advantage of a bolt-action AR over a pump-action AR, other than perhaps for a precision/sniper rifle. Pump-action is far-and-away the best manual option. |

As long as it's not semi-auto, in other words, it does not allow the spent casing to be ejected and a fresh round to be chambered without an additional purposeful action by the shooter, the definition is not met. A semi-auto without removable magazine is also legal with all the "features". True, however I believe the assumption is that these uppers require manual cycling for each shot, elsewise that handle could be hazardous. The premise behind the side charging uppers is to allow operation where a semi-auto wouldn't be permissible while keeping with the MSR design....one would suppose it to be no worse an option than fixed magazines or "silly stocks".
Couple time a year I've got to head South if nothing else just to remind myself what real freedom feels like; how it's nice it is to not only rapid-fire or full-auto with standard capacity magazines that hold more bullets than the one finger NYS gave us. |

IF I were still in NY, this would be a serious option, if only to give a big middle finger to the gun grabbers and Cuomo...
I mean, they are all so afraid of "evil" features, what better way to say FUCK YOU than walking around with a completely legal black rifle loaded with all the evil goodies...flash hider, bayonet lug WITH bayonet attached, adjustable stock, detachable standard cap mag (pinned, so it still looks evil), hell, I'd even put one of those 37mm flare M203 look alikes on it, just to make it completely WMD status worthy. At this point, lets face it, its less about function, and more about FU...Texas and the south has Barbeque Guns, NY needs FU guns.... I will say, I went to a 800 table show (that they have every month for the most part) in Ft Worth this weekend...at least 80% of the tables were guns, and everything you can imagine was for sale, every flavor of "AW" in every configuration imaginable, full auto, cans everywhere, Beta mags, belt feds, whatever you want, it was glorious. Don't think I saw any bolt action AR's....
