Under your apps there should be one that says "emergency alert" then in the settings you should be able to pick which alerts you want to receive, except the presidential alerts, you can't turn those off. Quoted:

Ohh, didn't know you can't disable the POTUS alerts. I did see a "emergency alert" something or other app on my friends' Samsung Galaxy though. Likely the POTUS alerts are just another app or a secondary feature of the main app. Guarantee rooting your phone and force uninstall/disable would work, but that's kind of really advanced for most users. I just mostly see all this crap as something else extra running in the background, killing my battery. |

The government alerts are nothing extra running on your phone. They are delivered via the text messaging system from your carrier. If the text message received comes from one of the special government alert ID's it triggers the alert if they have been enabled. Otherwise, the message is delivered via your phone's normal text message delivery mechanism. Ah, if it's truly done through SMS then that wouldn't kill the battery. I do like the glass of salt water idea, though. Definitely a good back-up for when all else fails.
