Can you mail range brass through usps ?  If so ,does it have to be de -capped & cleaned?

Fired brass or deprimed brass can be mailed through the post office. I'm not sure about primed.

Primers alone are hazmat, primed brass is not. Primed brass is the same a small arms ammunition, that is it is ORM-D. Ship it via FED-Ex, UPS, etc.
