Selling one in EE to member in NY.  It's going on a pre ban lower.  Is it legal to sell and ship to NY?

There is no more pre ban, post ban. The flash suppressor is legal, the AR isn't unless registered. Either way it wouldn't be a problem until he put it on a firearm. What I mean is the flash hider is ok to own, the gun with a flash hider is not. I'm not a lawyer and can't tell you what's ok, but they sold flash hiders at gun shows here in NY, even when ARs couldn't have them.

You are not responsible for what the buyer does with it.  He could be mounting it on a rifle he is going to register, so legal if he wants.  Who knows what the buyer is going to do with it, doesnt matter.
