Actually, NJ should take NYC and LI.  I mean, Staten Island is practically the jersey shore anyhow.

This way the REAL NYS and PA would still be good to go, and NJ would have no appreciable gain or loss.  Problems solved all around.

Give NYC to New Jersey.  Tell them it came with the Statue of Liberty and they have to keep it.
