I live in Pa thank GOD.
My buddy lives in NY.
I was just offered a used Olympic  Barreled  Upper at a great price. I don't need another upper.
So I was thinking about buying it and de-semiautomaticing it. Removing the gas tube and welding over  the gas port in the gas block or if need be welding closed the gas port in the barrel and making it a gift to him. Yes he's that good a friend, I can afford to do it for him.

With those things being done the upper will no longer be a semi auto, it will be a straight pull bolt action AR.

Question.
As a straight pull bolt action rifle is it legal to have evil features ?  Bayonet lug, flash hider on the barrel, normal M4 stock, normal M4 grip on the lower?

Strictly interpreting what was in the statute after it was signed, a single shot rifle can be as evil looking as one desires.  Who knows what the amended statute will look like after it's done.   I have half a mind to trick out the most tacticoolish AR-type single shot on the planet just because.......
