If someone has a preban lower on their rifle and has a 14.5" barrel which also has a collapsible stock is it legal because it is preban? The rifle is an AR15. They live outside of any major city I am assuming.

| If it has a 14.5" barrel, it is a short barreled rifle unless there is a permanently welded muzzle break or flash hider to bring the length over 16". A short barrel rifle would violate both New York State law (Article 265 of the Penal Code) and the Title II of the Gun Control Act (aka The National Firearms Act, 26 USC ch 53). |

Anything else he can have? with a preban, he can have run a collapsible stock with a flash hider and bayonet... anything you want as long as you don't break federal laws. |
