From the Times article NYT Article, the link below takes you to the 102 page legal guide published by the Bar and state court system that covers the legalities applicable to a disaster in New York including declaring a state of emergency, ordered evacuations, suspension of civil liberties, quarantines, triage, etc.... It's not exactly exciting reading, but it does give you a good idea of what to expect if we have another big event.
