A local gun store on Long Island wants  $75  to install a hand guard on my DPMS bull sweet 16.

this is the hand guard

Not from what I can tell.  Unless you have a swan mount over the top of your current handguards all you should have to do is pull down hard on the delta ring take off the old and put on the new.

That item, I believe is just replacing the standard carbine hand guard. Should take about 30 seconds to install.

If you can't do that one yourself, you need a new hobby.  
Seriously the hardest thing to do will be pulling the delta ring down enough to get the old ones out and the new ones in.

it's a free float rail.  the guys at DPMS told me I need some soecial tools and a torch to heat it up in order to remove.

First of all the pic of the one you showed in your first post is not freefloating it just clamps on in place of your old plastic ones.... (i had one, and so did my buddy).. now if it were a true freefloating rail.. yes you need a special tool, and some knowledge, if your not the handy type I would let a smith do it...  since ive never had to hire someone i dont know what the goin rate is... but if you showed him that rail.. and he wants to charge u 75 bucks to do that?? yeah bring lube with ya next time cuz he is raping you...  there are plenty of "how to" vids and pics all over the net on what needs to be done start there... or ship me your upper and a bottle of jack and ill do it :)

So the pic in my first post wont fit on my gun if I have a free float rail on there now ??

nope....you will need a new barrel nut and delta ring assembly.  Also, that handguard clamps around a standard round handguard cap,  which I don't think will work if you have that big ass bull barrel.

Well it will... but most ppl want to go the oppisite way... ( non freefloating to free floating).... inorder to put that rail on it looks like youll have to take your gas block off, gas tube barrel nut all that shit.. and put a delta ring back on, easier to just stay with a free floater . i think that same comapany (utg) makes the same in a free floater witch would be a better way to go try this.. like i said most ppl want a free floater... and as far as UTG goes you get what u pay for... there sorta a entry level company... if you can live with out if for a while save up for a Daniel Defence, or a LaRue rail system. you wont regret it

If this is the rifle you have, I believe the difficulty is in removing the gas block as it is in the way of removing the free float tube.
I have the same rifle and it looks like it would be a real pain in the ass to remove the gas block, so special tools and a torch may be required.
I also read on the DPMS forum that removal of the free float tube requires removal of the barrel as well.
Maybe someone else has more insight, but $75 is probably not out of line for the amount of work.

getting it apart is the easy part :) as with anything.. its putting it back together the right way thats the kicker :)
