Ok. I am confused. But that's nothing new. My question is, as a resident of New York State with a pistol permit, can I have a local FFL do a transfer of a new handgun from an online dealer, like AIM or any of the others? What about a used gun from an online dealer? What about a used gun from a private seller, through Guns America or Gun Broker?

Yes, to all, as long as the pistol is legal in NY. I believe new guns must have a shell casing included from the factory, although some dealers for an additional fee can get this done for you w/ the NYSP. Used guns dont need the casing.

New guns need casing for COBIS, if it doesn't have one I wouldn't bother. Some dealer will charge an additional $75 to take it to get test fired.

Used pistols/ Military surplus pistols do not need shell casing.

Make sure the guns come with 10 round mags or less (Unless preban of course).

If the private seller is a NYS resident with a valid pistol license or exempt from the licensing law you can also do a FTF transfer but you must follow the procedure of your licensing agency and the seller must follow the procedure of his/her licensing agency or department.
