As a NJ resident with a fid card I can legally drive to PA, purchase a long gun, and drive it back home right? A handgun would need to be shipped to an ffl in NJ before I could pick it up though? Do I have that correct?

You might want to print 2 blank copies of the Certificate of Eligibility to take with you to the PA FFL, as he may not have blank forms there for you.  He keeps one, you keep the other.

This, being it is a good idea, BUT isnt this just a recomendation? Not law / procedure that has to be followed.

From whom may an unlicensed person acquire a firearm under the GCA?

A person may only acquire a firearm within the person’s own State, except that he or she may purchase or otherwise acquire a rifle or shotgun, in person, at a licensee's premises in any State, provided the sale complies with State laws applicable in the State of sale and the State where the purchaser resides. A person may borrow or rent a firearm in any State for temporary use for lawful sporting purposes.
