I think you can't sub to a hometown forum thread, but in the other forums where the title has a + inside a green circle to the left of the topic, you click that. button.

It depends on the category you are in. Some areas only allow subscriptions by team members. If you can see a next to the topic then you can subscribe...otherwise you're out of luck without a team membership.
