The Metro North can take her into the City.

+1 Metro North has three commuter lines running through WC and into Putnam and Dutchess. Many areas are within walking distance of the stations.

I transfered my NYC license to Nassau.  I had to pay the application fee, but Nassau issued immediately (within 1 week) and I kept my NYC permit until the Nassau one was issued.
