What is the leagl difference between a flash suppressor and muzzle brake?

A muzzle break does not reduce flash signature.  It redirects gasses upward and rearward or to the sides to stabilize the muzzle and reduce climb upon firing.

And, what do I look for in buying??? What makes a flash suppressor do it's job compared to how a muzzle break does it's?  Does one just go by the name or description? Are all variants sold and "labeled" muzzle breaks ok? Are the all options RRA offers legal?

First of, it's brake, not break.

A brake is going to redirect gases up and/or to the sides, reducing recoil and muzzle rise. This produces usually more seen flash, and signifigantly increases perceived blast/concussion to the shooter. A flash hider will reduce/eliminate flash from the escaping gases. A muzzle brake will not do this, with the exception of PWS brake/combo. You can see it here
That is an expensive choice, but from the little I know, it's probably the best thing going for chumps like us stuck in communist controlled territory.

RRA offers some ban compliant options. From what I understand the tactical brake is the least offensive in terms of noise. They should send them from the factory permenantly installed.
