A friend of mine (NY'er) is putting together an M4gery on a PRE ban lower, and has secured a 14.5 inch barrel.  If he adds a standard length, screw on, A2 flash hider, will this bring him to the minimum 16 inch requirement?  Also, since he intends to go with this screw on type muzzle device, is this considered legal, or must it be permanently affixed to the barrel?

BTW he believes he's OK I think it's get to be pinned/soddered to avoid adding another type muzzle device ie. supressor/silencer.

No good on both accounts.  The barrel must be a minimum of 16 inches.  IF the barrel were 16 inches then the A2 flash supressor would be fine.  The A2 just isn't long enough to make the barrel 16 inches.  Also if the barrel were 16 inches then he could have the threaded barrel on a Preban Lower reciever, so yes it must be pinned and soldered.

Vinnie has it correct, To satisfy Compliance with Federal law the barrel must be 16" Measued from the bolt face to the end of the barrel. To satisfy BATFE requirements you must silver (Hi-Temp) Solder or Blind pin (Most pin  & weld over the pin) the Muzzle device on. An A2 FH is too short for the purpose, You can use an A3 Length Flash Hider or Brake

Thanks Garr, I was just going there.  So this longer A3 is OK to satisfy the requirements as long as it is permanently mounted, is that right?

Correct. The method of measuring the barrel length is with a 16" rod. With the bolt closed you slide the rod down the barrel. If the overall length of the barrel and welded muzzle device is 16" or more, you're good to go.
