ok i know you can get stripped lowers in NJ, but how do they get put on the 4473?
as stripped lower, rifle or pistol? I am looking to get two lowers one for a pistol and one for a rifle thanks guys. Can we even build a lower into a pistol w/ the stupid permits we need?

There will be those that say it goes on the form as a receiver only, and a new block would be added.  In NJ, the NJSP want to know if the dealer is transferring a handgun, long gun or both.  The stripped lower has to go out as either a rifle with a COE or a handgun with a P2P.  The type of firearm transferred should be indicated as a receiver only.

If you plan on building an AR pistol, you'll have to make the mag permanently attached to avoid the AWB.  There is no way to get it under 50 ounces.

So, with a stripped receiver transferred on a PPP, and one of your 15 round AR mags riveted in place in the magwell, the 50 ounce and no-handguard restrictions go away?  

What about threaded muzzle and/or flash hider?

If you don't mind settling for a carbon 15 receiver rather than having a forged aluminum one

With a non-detachable mag, the firearm no longer needs to comply with the AWB.  You'll have to pivot open the upper to load it.  A royal pain.  In my opinion, the Bushy is nice and you can use detachable mags.

well that settles it ill have to order a carbon 15 then, id like to keep the detach feature for excursions into PA Thanks guys

I don't see why not.  If it is good enough for the #1 most leftest state, it is good enough for #2.

The button is aluminum and will come with an allen wrench. It can be used on all AR-15 type rifles and AR-10 rifles using a stock AR-15 button. The button can also be used as a real mag button when using it as such is permitted by law. Simply turn the allen screw counter clockwise three times to gain such functionality. Turning it three times clockwise re-locks the magazine. To complete turns either way, you are required to use the included allen wrench, which meets the requirements of a tool as set forth by the CA DOJ. This kit cannot be manipulated without a tool. Included are instructions for several levels of locking. Level one is more than adequate for complying with the law as stated by the State of California.
