I have a buyer interested in picking up my AR-10A4 Carbine. I'm not sure how the AWB goes in NJ but maybe you can shed some light to me. I do not want to sell a firearm illegally to anyone.

My Armalite AR-10 Carbine, does not have a bayonet lug but it has a retractable stock, detachable magazines *of course*, and a flash hider. I know that the magazine limit is 15 rounds. Can I legally sell this rifle to someone in New Jersey?

too many evil features, unless its preban, that would be a no no...even with 15round mags

Even if it WAS a pre-ban, it's still a no-no for NJ.
This state does not recognize pre-ban versus post-ban status.

It was built in October/November of 2006, just a few months ago so it's definetly not a pre-ban regardless.

Another question came up. The buyer says that his FFL is a Class 3 dealer and he has the authority to modify the flash hider into a muzzle brake and the retractable stock into a fixed position. He also says that his FFL has the authority to modify the 20 round magazines into 15 round magazine.

This is true with any FFL01 dealer, not just Class 3s.  They have the authority to possess SAWs and high capacity magazines.  

I would check with the dealer first to see if he is actual expecting it in that configuration and not just the buyer saying that.

Personally,  I wouldn't take someone's money on something that was not legal for them to own, as shipped.  That's just me though.  when his classIII dealer turns out to be a newly FFL'd bubba, and can't do what he said he can do, expect the buyer to come back to you for his money....

the FFL can take it in.

if they pin the stock and put on a muzzle break its good to go...
no probelm there.

or put the muzzle break on and pin the stock yourself. or send it without the stock...
