I'm completing a State Of Virginia Non-Resident CHL application and have taken the test and assembled everything I need to send in the application except a completed fingerprint card. I cannot go to the Sheriff in my county because he disapproves of my wife's fight to stop salt water injection well drilling in our area and he probably wouldn't piss on me if I was on fire.
I need a helpful Law Enforcement Officer that can take my fingerprints, sign the card, and provide a phone number so Virginia can verify. I live in the Stockdale area and work near the airport in San Antonio. I'm an upstanding member of the community and have never been in any trouble with the law. I know law enforcement is a hard job and I respect what they do on a daily basis. If anyone can help I sure would appreciate it. |

I did mine the same way as you iceman. I however am in DFW and had to go up to Denton to get mine done because all the police stations around here only do digital. To answer your question txinvestigator about why for me anyways. Is because 1. It's a heck of a lot cheaper. 2.No 10 hour class. 3. It is valid in more states. Which is suprising since the TX one is harder to get. With all that said if and when they do reduce the class to four hours I plan on getting the regular TX one as well and just stick with that. |

Exactly my thoughts. I have handled firearms safely all my life and with my workload I don't have the time to sit through two days of class. No reason this has to be hard. All I need is an officer to fingerprint me old school on the card that was provided and sign it with a phone number Virginia can call to verify. A nice gift card for dinner is on me. |

All done. Walked into the San Antonio Police Department at 315 South Santa Rosa downtown, paid my 10 bucks and got it done. The were VERY familiar with the Virginia process and commented that "everybody is doing it this way". Took the digital prints and printed them out on the Virginia fingerprint form. They knew where to sign it, included a phone number, and checked it over for me. They said they were doing a lot of them. Great people and fast service. I'm not worried about that bill ever being enacted in the least. I'm confident it will never pass. I wanted the Texas CHL but as I explained, my workload is heavy and I don't have two days to sit in a class. Do you know the use of force laws in Texas? I can't answer for the OP. But for me the answers are yes,yes and yes.I read up on that well before I even applied for my Virginia permit. See, I know what state I live in and what laws(Texas&Fed) govern my actions while in said state. I don't need to sit in a class for 10-12 hours and pay 100-150$ to be told what I can read for myself right from the DPS website. AAMOF. I downloaded a copy of the Texas firearm laws .pdf to my computer to have for easy reference. BTW, I am disabled with a severe back injury, so I can't sit anywhere for very long, much less 10-12 hours in an uncomfortable classrom. If/when Texas does their classes online or shorten them considerably, then I will get one. |
| Call around to nearby city police departments, you don't have to do it at your locally. Pretty much every PD and sheriff's office does fingerprints for a small fee, but many only do it on certain days and certain hours so you need to check before just showing up. I had to get 3 sets done for new licensing at work awhile back and didn't want to deal with going to downtown San Antonio to have SAPD do mine. So I ended up going out to Schertz PD after calling them. They offered regular and DPS cards and the officer that did them was super friendly. |

The OP said he couldn't afford to take a two day class. My WIFE AND MOTHER IN LAW JUST TOOK A TEXAS CHL CLASS ON WED.. That's right ON WED, ONE DAY CLASS.. So that takes away his point that he can't spare two days... Again, so your okay with someone potentially putting themselves up for criminal prosecution for not being properly instructed on TEXAS laws OR QUALIFYING WITH A HANDGUN in the presence of a licensed instructor?? What happens to Active Duty Military stationed in our state? Many don't want to claim residence in this state since their home state is say, Virginia. I know plenty of folks from out of state who live off post in their own homes. Is that considered establishing a domicile?
Now don't get me wrong, I think the bill is a good idea but it is lacking. Before you say, well the state does not charge fees for AD military, what about the course fees charged? ETA: This is what 522.03 of the Transportation Code defines domicile as: (10) "Domicile" means the place where a person has the person's true, fixed, and permanent home and principal residence and to which the person intends to return whenever absent. |

What the hell is the difference if I am a resident of Texas or not. It is the permit holders responsibility to know the laws of ANY state they legaly carry into with their CHL. So with your logic no out of state permits should be allowed for ANYONE, ANYWHERE. The law was written to allow certain out of state CHL's to be legal in Texas, I should not be DISCRIMINATED against just because of my address.Or my physical abilities. No, makes NO sence. Period. Calling and writing my rep to oppose that stupid bill.

What happens to Active Duty Military stationed in our state? Many don't want to claim residence in this state since their home state is say, Virginia. A RESIDENT of Texas SHOULD have to obtain a TEXAS CHL and I DO NOT AGREE WITH A RESIDENT OBTAINING AN OUT OF STATE CHL TO CARRY IN STATE OF RESIDENCE. ACTIVE DUTY Military who are stationed any any base/fort here in Texas who are not from Texas ARE NOT RESIDENTS... Granted We and myself welcome them with welcome arms and GREATLY appreciate their service, dedication and sacrifice to our great nation. Same situation here... If a Solider/Sailor/Marine Coastie is from VA I do NOT have a problem with a member of our Military having an out of state residence CHL from carrying in this state. What I AM AGAINST is a LAWFUL LEGAL RESIDENT OF THIS STATE getting an out of state CHL because they want to "Save money" and "don't have the time". Granted what I like to believe is everyone on AR is VERY familar with guns... But for the most part probably 70-80% of new TX CHL applicants are NOT familar with handguns.... This comes from SEVERAL CHL Instructors friends of mine of THEIR STUDENTS.. With this information provided by CHL Instructors I'm against allowing residents to bypass the requirements to obtan a TX CHL... If you are a legal resident, why not obtain a RESIDENT TX CHL?? ALL CHL HOLDERS should have to qual and be instructed on Texas Laws. |
