Can anybody tell me how reciprocal agreements are reached?

I've been carrying on a Michigan CPL for several years and have come to the point where I think it's time to get my Texas CHL.  In preparing for the change I started comparing the two state permits on a reciprocity map.  I discovered the Texas Permit is not honored in Nevada or Ohio...where my Michigan permit is???  Sucks because I frequent both states.

I'm just wondering if there is anything that can be done to get the agreement, or if Texas v. Ohio/Nevada permit requirements differ so greatly that no agreement could be made?

couldn't you get a utah non-resident and be gtg in ohio?

Nevada has been on a tear for a few years now. Don't really know what to say about the Sheriffs and Chiefs Assn., which is the rule making body to form recip agreements. In 08 or 09 it was rumored that TX would be added to the list because we have "at least" the same minimum requirements. Then as a last minute move OK got the nod.



UT was a recip state, but they got booted altogether or just non-resident, can't remember exactly which right now.

I could and probably will but I hate the fact that these permits are so "tax-stamp" like

Also, I just did a quick search and it looks like the problem is Texas issues permits to military personnel under the age of 21.   Bravo Texas IMO!!!  I wish it didn't screw me however

A non-resident Utah permit would get you Ohio, but not Nevada.  Nevada only recognizes resident permits.

Wait... Minnesota and Vermont recognize Texas permits... but we don't recognize THEIRS?

Minn, yes.  As for Vermont, they are an interesting state, they don't have licenses, but they do recognize other states.

It is worth noting that one more state, Iowa, will recognize TX permits as of 01/01/2011, as they are finally going "shall issue" and part of that is unilateral reciprocity with all states that issue permits.  It would be nice if TX did that, but it is pretty close now.

Awesome map.  I have a related question:  How schooled are the LEOs in the various states on reciprocity?  I think it's great that I can drive in any direction a long ways and not worry about CHL legality, but are the local law enforcement folks generally aware that a TX permit is valid?

I have a FL CHL and have been stopped by the TX fuzz several times since moving here.  They have always gone back and called it in to make sure it was reciprical.  FYI...I had to sit on the side of the highway for no less than 10 min each time while the officer chewed me out for being a resident of TX, but not having my TX CHL.  Apparently, it meets the letter of the law but not the "intent".

Back to the original topic...why not have CHL's from both states?  Its not like a drivers license and you're only allowed to have 1.

Also unlike a driver's license - these things cost hundreds of dollars.  The states have turned this into a tax and I resent shelling out for the first permit no less a second
