Anyone know a reputable store/gunsmith in the Fort Hood area that will install night sights on a Springfield XD9?

If you have the sights you can do it yourself, both front and rear sights on an xd9 are dovetailed. Take a nylon or brass punch and drive the old ones out and drive the new back in. make sure that you line the new with the center of the slide and you should be good to go.

Problem with wacking away at nights sights with a punch and hammer is the risk of breaking the tritium vials. Especially the front sight.
