OK, well I thought I could just go to the local mail store and ship it, WRONG she badgered me and refused to ship it until I told her what I was shipping. She then told me they could not ship it from there and it had to be shipped over night through fed ex or ups... I thought that was only with actual guns, not gun parts. Been trying to get ahold of ups and fed ex all morning but keep getting hung up on... So what does a fella have to do to mail this stuff?? Any advice or input would be greatly appreciated.

The local ship it store can refuse to accept anything they want -but it is a business choice and not the law. If asked, I tell them I am shipping machine parts, but I would find a new shipping service that respects your privacy.

Edit to add : if there is no receiver, then they are just parts and can be shipped via any shipping service

I would just go to another location and tell them it's machine's part. Some people are too ignorance and not understanding the law enough to know the difference between upper and lower. Before I joined this forum, I always thought that upper is the part that you have to register and the main component that makes the gun

You have to love the ignorant.  The lady is uninformed and ignorant.  The only part you have to ship through an FFL is the serial numbered receiver.  Some shipping companies require that you go to their local main office to ship any type of firearm meaning the serial numbered receiver.  Anything other then the serial numbered receiver are machined parts, sporting goods or steel pipe with springs.

Put your stuff in a box.  Tell them the contents are sporting goods consisting of some metal parts, pipes and springs sort of like a soccer goal setup.  Pay the shipping bill and then be on your way.

+1 on using shipping services that respect your privacy.

FWIW, the UPS, FedEx and USPS offices near me only ask if my packages contain anything liquid or fragile.  The other posters are right, the actual law only applies to the actual serial numbered firearm, in the case of an AR that is the lower receiver.  USPS won't ship those at all, and I believe it is a federal law you can't bring one into a US Post Office.  UPS and FedEx here will, but they require it to be picked up by their truck (you have to call and schedule the pickup), I'm not supposed to take one into their local offices (according to the posted signs)...  Usually I need to ship stuff like that through an FFL anyway, and they handle arranging the pick up.

Thanks for the input guys. Even the local UPS store told me that they could not ship firearm parts, BUT he then said if it was packaged before I brough it in then for all he cared it would be a "vase". At least he was not some old rich liberal bitch. Nothing wrong with being rich though or a bitch for that matter.

when asked it is always "machine parts"  or a lower trans-axle drive shaft for a '78 volkswagon.   make up something specific like that before you go in there so it just rolls off the tongue...  they won't even blink at it...  

pay the money, and leave thinking "what a dumb-ass!"  in a Red Foreman type voice...

I ship upper Priority Mail all the time, and have even package them at the Post Office. When I had some lowers engraved I sent the Priority, no problems at all.

You can ship rifles and shotfuns through tue USPostal service, and since an upper is not considered a firearm you should have no problems with it.

On another note, can you ship a rifle directly to another Texan?  I can't remember if this is true or not.

Take it to FedEx, they'll ship it and not give you a big hassle. UPS sucks, especially the little UPS stores. I've had a UPS store open up a package that was already labeled and tell me to come pick it up because it had a dummy grenade in it. FedEx knew there was a machinegun in the package and the only thing the guy asked was if it was loaded.

Yes, this is true.

Also, I am shipping an upper through USPS this morning to US Anodizing.  Just put it in a box, address it, and away it goes...That simple.
