I have a situation to run by the hive:

Situation: Dklic6 receives an opened envelope at his FOB in San Marcos from the Great State of Texas's Senate with "APT delivery please" handwritten on the outside.  

Friendly Forces: Jeff Wentworth of the Texas State Senate.

Enemy Forces: Mailman?
Left/Right Units: None

Mission: To gather intel from the Hive mind on course of action to be initiated in order to alleviate feelings of violation of a secure mail transaction.

Execution: Respond with emails via internet forum ar15.com alias Arfcom.

Maybe I'm just paranoid, but I don't like people going through my mail.

I have opened mis-delivered mail becuase I didnt notice the mailing address was not mine. I did take it to the rightful owner in person to explain, rather than just dump it back in the mail.

This is probably what happened. Ever time I have received a piece of mail that was damaged (opened) the USPS would put that envelope inside of their envelopes with a clear front so it can be secured again.
