were I to put a suppressor on my UZI carbine and had to get a short barrel, would I have to have two stamps?

Yes.
One for the SBR, One for the Suppressor.
Both are separate NFA Items and require two sets of paperwork / tax payments.

Could go with an integral setup. Would probably cost more than the extra $200 to get one made, though.

Yeah, if the suppressor was permanently attached that would count towards barrel length I do believe. Ask a gunsmith about how much that would cost, I'd be interested to know.
