It seems that South Carolina still will not honor the Florida concealed permit, but they do honor Texas. So, I went to the Texas site and it looks like a non-resident must still take the Texas approved training (the application also asks for a Texas DL# or ID#). Did I read it right, or is there another application/page I'm missing?

I don't know myself.  I'd check with www.packing.org.  Go to the TX page and check the list they have for people in TX that can help answer your questions.

Calling the TX DPS help line is another good source.  From the horses mouth so to speak.
TX DPS CHL info

Give them a shout.  Good luck.

Getting a nonresident Texas CHL won't help you in South Carolina.  Sorry.

Many states issue non-resident permits and recognize non-resident permits issued by other states.  South Carolina does not issue non-resident permits and non-resident permits are not recognized by South Carolina, whether or not South Carolina has established reciprocity with the other state, because South Carolina law allows recognition only of permits issued to residents of the reciprocal state (SC Code Section 23-31-215(N)).
