I've been told by a member here that in-state (Texas) sales of long guns can simply be shipped to the buyer (a Texan), without need of an FFL transfer. Is this true?

As long as the weapon being sold does not cross a State boundary, private sales between individuals is not regulated by the federal government.

At this point - it is up to the State regulations, and the shipper/carrier rules.

My understanding the last time I researched it, for example - if someone is selling a rifle in Houston, and I buy it - they can box it up and ship it directly to me in Dallas, without issue.  You should find a carrier that will ship a weapon between individuals.... but barring that, should not be a problem.  In fact - I believe handguns are the same way.... but I dont know which carriers will ship a handgun that isnt being shipped to or from a FFL.

Oh - and they cant just be shipped TO a Texan - they must be shipped to a Texan IN Texas.  If the Texan happens to be living in Kansas at the moment.... no - you cannot ship it.

Thanks FALARAK. This is for a long gun, so I should be ok with USPS or UPS. FedEx can bite me.
