The receiver gets stuck to the point where you have to hit the lever wiht a hamer to brake is back.  Next the gun fires ever other round.   I have taken the gun apart 6 or 7 times and can not figure out what is making the receiver stick. I picked the gun up from a friend that had no idea what was rong wiht it.  So I am to the point of leting some one else work on it.

 OK.  I'll do my best.
 Out of spec parts or reciever...and you hope it's not the reciever.  As far as the bolt/carrier is concerned, if the rifle was shot very little, then check to see if there's any burred area that prevent it from move back and forth freely (I know your friend's rifle, but it didn't mean he shoots the rifle because of the problem).  
 How clean is the rifle?
 Where are the parts from?  Usually HK parts shouldn't give you problems.

 You might also think about sending it out of state.  Check out HK forum under Armory Forum.  There are info on several HK/HK clone gunsmiths that you can ask for help.

Are you saying you can't cock the rifle without hitting the cocking lever?  If that is the case, there is too great of a gap between the actual cocking piece and bolt carrier.  Adding a little material to either the cocking piece or bolt carrier will work.

Firing on every other round could be due to light primer strikes.  Check to make sure your trigger pack as the proper hammer spring.  Also make sure you have the correct firing pin spring and that the firing pin is not peened.

Also check bolt gap and possibly (though not likely) timing.
