To CLEO or Corp, that is the question.  I know in Tarrant, the Sherrif will sign, but the county line literally runs down my back fence and I'm in Dallas county.  Is there a CLEO that will sign?  My city CLEO is the Grand Prairie Police Chief, and judging by the asshole factor of the local cops, I'm not optimistic about him signing.  If someone tells me different, then great!

I have never heard good news from Dallas county.  

I know the new sherrif won't sign at all, she's a complete anti bitch.

If your local chief won't sign then corporate would make sense.
If you are doing an SBR, write a letter explaining that you already
have a rifle and you wish to merely take 1.5" off the barrel but to do
that requires you to pay a tax and request that the CLEO sign
stating simply that he has no reason to believe you can not own
such a thing.  I have found over the years that if you explain carefully
that their signature does not give you "approval" that you have a
much better shot.  Once they learn they will not be held liable
it gets much easier. Explain (if its for an AR) that you are a collector
and a 14.5" barrel is necessary for authenticity purposes and you wish
to build a collectible firearm.  Also, as weird as it sounds, don't use
a Colt lower.  They see AR-15 and they freak out.  They see
XM177 and don't know what the hell that is

If it's a can you want, cite many sources on hearing damage and
goodwill towards those living around shooting ranges, damage
to the environment etc (all true by the way).

If you plan on getting into this heavy corp is good anyway.  For one
item try all the other sources first.  Remember district attorney can
sign also if you can get that done.

Corp route is a royal PITA to babysit and deal with.  Unless you are gonna
build a collection it's tough to justify.

 Dallas County does not have a sheriff....at least none that I can find.  I have repeatedly called, emailed, faxed and gone to her office to meet with or make appointments.  She has no voicemail, no direct email address, no secretary, and her office door is always closed and locked.  I have asked some of the county commissioners that I deal with on a frequent basis and none of them have met her.

 I also cannot tell if it is her policy, the department's or the office that handles such paperwork that ATF Forms do not get signed....it's also the same office that signs off on your CHL application(Caroline at the DPS CHL office has mentioned that Dallas County never completes the CHL applications within the DPS specified dealine).

Thank GOD I don't live in Dallas County, but if I did, the election of Lupe "I hate everything" Valdez
would have caused a For Sale sign to appear in my yard.  Hopefully the voters will realize
how much they F'ed up with this one.

Like I had mentioned, I cannot determine exactly who is responsible for the policy.  All the paperwork is handle by one office, the lady I have met and spoken with, Ms. Linsey(Lindsey?) said it was "the manager of this office will not sign".

I talked with a Deputy Constable yesterday that said that he could get my F1 signed for me.  I'm going to fill it out today and meet him tomorrow and see where this goes.  Constables are elected, so I'm pretty sure he's bucking for my vote.    Actually, the Constable was my CHL instructor, so hopefully that'll be what it takes.

 He did tell me that they've been turned down before, but it's passed muster 90% of the time.  The worst they can do is send back my money after sitting on it for a few months.  My only other option in incorportation, which is another headache I don't want to deal with unless necessary.

Clearly, if the ATF were ever to pay attention to any state laws, then by definition, Constables have the same or even more authority than the local sheriff or chief of police.

If you have the energy to fight, I recommend you go for it.

SUBCHAPTER C. POWERS AND DUTIES
§ 86.021.LOCAL GOVERNMENT CODE

General Powers and Duties

(a) A constable shall execute and return as provided by law each process, warrant, and precept that is directed to the constable and is delivered by a lawful officer. Notices required by Section 24.005, Property Code, relating to eviction actions are process for purposes of this section that may be executed by a constable.

(b) A constable may execute any civil or criminal process throughout the county in which the constable's precinct is located and in other locations as provided by the Code of Criminal Procedure or by any other law.

(c) A constable expressly authorized by statute to perform an act or service, including the service of civil or criminal process, citation, notice, warrant, subpoena, or writ, may perform the act or service anywhere in the county in which the constable's precinct is located.

(d) Regardless of the Texas Rules of Civil Procedure, all civil process may be served by a constable in the constable's county or in a county contiguous to the constable's county, except that a constable who is a party to or interested in the outcome of a suit may not serve any process related to the suit.

(e) The constable shall attend each justice court held in the precinct.

(b) A person who fails or refuses to obey a call for assistance may, on the motion of the constable, be fined by a justice of the peace in the manner provided for contempt. The amount of the fine may not exceed $10. The person who is accused of not providing assistance must be given three days' notice of the motion.

Constables are not limited to only "serving the justice of the peace courts";in fact, there is no statute to support this notion, at all. Statutorily, process service for Justice Courts is only a small portion of the official powers and duties of the office. By Statute, constables serve ALL courts in the state of Texas and are also accountable for providing the same services and duties as all other police agencies.

(4) arrest offenders without warrant in every case where the officer is authorized by law, in order that they may be taken before the proper magistrate or court and be tried.

Many Constables have departments with Traffic Enforcement Divisions,Criminal Investigators, Crime Prevention Units and other Community Service divisions when needed.

Actually, it was easiest to call up and meet with a county commissioner and get Sheriff Box to sign.

 Edited to add:  I should mention that the commissioner is a close inlaw.  Oddly enough, the commissioner is not supporter of the individual right to own firearms..unless it applies to family, close friends or generous supporters.
