what is the legality of shipping a complete lower to MA via FFL

No problem at all, send them to a FFL. Then they would transfer them to the individual.

They need to go through a FFL for the federal background check, that's it. MA doesn't do anything, they do not see it as a firearm until it goes bang.

Some MA dealers will do an FA10 on stripped lowers. Four Seasons does and I don't know their reasoning behind it but it doesn't bother me.

As much as CJIS has told dealers NOT to do FA-10s on anything but complete guns, some dealers such as Four Seasons are paranoid and do it anyway.


Prior poster is correct. MGL does not consider it a gun until it can go bang. Defined in MGL C. 140 S. 121.
