I have a long time friend who has a town issued LTC permit and he wants to buy a pistol off me.   I told him we would need to transfer it through an FFL.  He said that that is not law in RI and a private sale is okay, with a bill of sale.  I have know this person since 1982 and I'd have no problem transfering it to him.   I was told different things from different people, and I'm really confused.   What is the law in RI??

If he has a RI LTC then he is exempt from having to transfer through an FFL.

I believe this is true if the RI LTC was issued by the chief of police (shall issue) and not the AG (may issue).
