Thinking of a getting one of Nordic Components new 22 uppers.
They come with an A2 birdcage.
They said they could sell me one with just the threaded barrel with no A2.
Is it legal to buy a threaded barrel without going through an FFL ?
I would obviously have it taken to a local gunsmith and have a closed end birdcage permanently installed.

don't assemble it on a lower. No threaded barrels, no flash hiders.

Buy it, and as soon as you receive it, box it back up and send it to Adco to have a muzzle brake pinned.

Legal to buy?  Yes.  Legal to possess?  That depends.

2C:39-1w(5) defines an assault firearm as
A part or combination of parts designed or intended to convert a firearm into an assault firearm, or any combination of parts from which an assault firearm may be readily assembled if those parts are in the possession or under the control of the same person.

So, if you have an NJ-legal AR, plus a threaded barrel, one could claim that you possess a combination of parts that may be assembled into an assault firearm (specifically, an AR-15 with a threaded barrel designed to accommodate a flash suppressor).

Now - in practical terms, are you going to get arrested as soon as the UPS man hands you the box with the metal rod inside it?  Most likely not.  However, in the spirit of full disclosure, know that it may well be a technical violation of the law.

Your best bet is to get all the other parts together.

Barrel nut, end cap, gas block and your muzzle brake. Once you get them then get your barrel, put the barrel nut, end cap and gas block installed. Then take it to your gunsmith to install the brake; unless you can weld then just do it yourself.

This is what I've done with both my rifles.
