So, I want to buy a 20g shotgun for my ex………, ok done with the jokes?

and I have a NY state issued non driving, driving license.  Crazy, but that is the way the government works.  I have bought long guns before which I keep in the NY state home, but now I would like to buy it in NY and transfer the shotgun as a Christmas present to my ex….., ok, ok.

Legal or not?

So, you have dual residency?  Meaning, you live some of your time in the NY home?  If your purchase the shotgun in NY, while a NY resident (according to the ATF, you're a resident of NY during the time you reside at the NY residence), but then bring it back with you to your NJ residence, then you can transfer it to your ex since you would then be a NJ resident - assuming, of course, that she has an FID card.

I'd just have her there from the beginning, with only her name on the paperwork.

You can do it on your NJFID with a NY FFL, Florida also allowed dual licences, 'Transit" license if you owned a property there.
