My father is coming to visit me in NY, and is bringing me some ammo. Can he transport jhp ammo through NJ according to the law?

He can, if he's going to a range in NY. Make plans to meet him at a range somewhere near you. Of course, once he crosses in to New York, should he then change his mind, and decide to drive directly to your place instead, well... that's none of NJ's concern, now is it?
