SS109 62gr steel core (ie. M855) is perfectly fine here in the PRNJ
It's NOT classified as ARMOR PIERCING

M855 is specifically mentioned by the ATF as being removed from the AP definition.

"a full jacketed projectile larger than .22 caliber designed and intended for use in a handgun and whose jacket has a weight of more than 25 percent of the total weight of the projectile."

I would think it's okay based on that.

Since it's rifle ammo you should be fine with the steel core from a legal standpoint. If it is considered AP, some ranges may not allow it however.

Found this on the NJSP website.

"Body armor penetrating bullets" means bullet(s) designed for use in a handgun and whose core or
jacket, if the jacket is thicker than .025 of an inch, is of tungsten carbide or hard bronze or is made
of other material, which is harder than a rating of 72 or greater on the Rockwell B. Hardness Scale
and is capable of breaching or penetrating body armor.
