for concealed carry in NM,

does anyone here know the reason for this?

I normally carry two guns and now I will be carrying one

The law states only one 'concealed'. We have 'open carry' in this state. You can carry five in the open, if you so desire.

Come west a little..carry anything in any number concealed..no permit needed.

I wonder why that rule exists there? Anyone know?

Because New Mexico doesn't really have good laws. Laws are here to restrict the justice carrying of firearms that our Founders intended for us.
